Programme Coordinator. - Restless Development

Key Duties and Responsibilities:
Programme preparation and Delivery: Supported by Programme Manager and working with the Programme Officers: 50%
· Take responsibility for effective preparation, implementation and management and monitoring of the youth accountability programme
· Take lead role in sensitization of key youth actors on the programme

Project Manager. - Plan International

Project Name: Girls’ Advocacy Alliance (GAA) project
Reports to: Programme Support Manager (PSM)
The Project Manager will be directly responsible to manage The Girls Advocacy Alliance, the Dutch Framework project. · The applicant for the Plan International Project Manager job placement should preferably hold a Post-graduate degree in Social Sciences, Social Work, Development Studies or any other related field.

Monitoring and Evaluation Officer. - East, Central and Southern African Health Community (ECSA-HC)

Job Summary: The Monitoring and Evaluation Officer will support the ECSA Health Community Global Fund Project (GF).
Key Duties and Responsibilities:
· Manage the collection and timely reporting of data and statistics in line with GF guidelines and requirements
· The incumbent will ensure that data related to the stated goals, objectives and activities of the project are captured using appropriate monitoring and evaluation (M&E) methods, including any performed operational research to meet ECSA-HC and GF requirements.
· Actively participate in the design of M&E plans and design/adapt health information systems for the project
· Ensure that sound data collection and information management systems are in place for ongoing performance analysis and programmatic action based on data and identified needs.
· Take lead of technical assessments for the project
· Provide overall coordination and oversight for the implementation of project M&E systems to ensure timely and quality information on project performance indicators.
· Prepare timely project progress reports on the status of performance indicators included in the results framework and implementation as required by the Operations Officer.
· Organize training programs for the project implementing team at the Uganda SRL.
· Perform any other task as assigned by the supervisor.
Qualifications, Skills and Experience:
· The Monitoring and Evaluation Officer should preferably hold a bachelor’s degree in biological sciences, medical sciences or social sciences. A post graduate qualification in monitoring and evaluation will be an added advantage.
· A minimum of three years of relevant work experience
· Previous experience in donor funded projects is preferred.
· Prior experience in monitoring and evaluation in the health sector.
· Language: Fluency in both spoken and written English

• Is responsible for the strategic development and management of the country program.
• Supports Oxfam’s impact locally, regionally, continentally and globally through ensuring program alignment to the key strategic objectives and program standards
• Supports resource mobilisation, specifically for humanitarian/ resilience elements of the strategy
• Ensures that the promotion of women’s rights is at the heart of all Oxfam in Uganda’s program work

The role is critical for the realization of Oxfam in Uganda’s ambition to put Women’s rights at the center of programs. It provides leadership on Women’s rights program and acts as the face of Oxfam as the ‘to go to agency” on women’s rights programming.
Thought leadership 35%
• Adopt a “thought leadership” attitude, stay up to date with the latest thinking, undertake/commission organised research and analysis and spend time in reflective consideration to develop a comprehensive understanding of the place of women’s rights in Ugandan society- particularly knowledge attitudes and practices that inform gender based violence, women having space to develop their voices and have them heard, and women’s access to economic resources
• Ensure all analysis, information and recommendations relating to policy and programs are to be specifically informed by the critical consideration of Women’s Rights
• Actively participate in the country, regional and global development environment to both identify opportunities to impact poverty reduction and to foster strategic institutional linkages, alliances and networks that enhance sharing, learning and collaboration
• Seat at the Country management team (CMT) ensuring that the women’s rights agenda is consciously embedded in all of Oxfam’s programme and operational decisions.

• Provide facilitative advice on and leadership of, women’s rights, work with thematic managers to develop delivery strategy, help prioritise key activities and issues, identify and coordinate the local to regional to continental to global interface and provide strategic guidance on how best to achieve long term impact and sustainable change in the lives of women in Uganda
• Lead the process of developing and building CS movement around engendering resource governance, identifying key organisations, supporting with organisational development, defining their needs and building capacities to align with the new program delivery approach where women’s rights are central.
• Work in an interactive and coordinated manner with the other thematic Managers and identify and encourage synergies within and across programs to achieve an integrated approach that supports the overall country strategy as far as practical.
• Provide strategic advice to the Country Director, The CMT and the Program Team on how to deepen and deliver Oxfam’s commitment to put women’s rights at the centre of all of its work.

• Lead the development and as necessary manage the violence against women campaign ensuring that the campaign is anchored on evidence from Oxfam’s programs.
• Work with the Program Quality Lead and the Head of Programs to ensure that Oxfam’s program quality standards and practices are deliberate and specific on Women’s rights indicators.
• Act as the ‘gatekeeper’ of women’s rights centered programming across all the thematic priorities of Oxfam’s work in Uganda.
• Represent Oxfam Internally and externally on all issues related to Women rights programming ensuring that Oxfam in Uganda is viewed as the “to go agency” on Women’s rights programming.
